Can't put fuel in on my driveway.

Hi all, I have a 2015 range rover L494 4.4sdv8. I can open the flap and remove the cap but cant put diesel in because I can't insert the nozzle. The metal flap thing won't move to allow me to insert the plastic nozzle from my fuel jug. Can anyone shed any light on it please?
